c. Minimize and limit vehicular access onto all types of arterials <br /> ensuring adequate distance between intersections and utiliza- <br /> tion of appropriate traffic control methods and devices. <br /> d. Establish and enforce standards and controls for business and <br /> advertising signing and lighting in order to prevent driver <br /> distraction and potential hazards. <br /> e. Local or residential streets shall be designed so as to prevent <br /> penetration by through traffic. Major traffic flow shall be <br /> properly channeled to collector and/or arterial streets. <br /> f. Existing residential streets shall be protected from-reclassification <br /> to more intense use; e.g., collector to minor arterial . <br /> g. Land use planning along major elements of the street network <br /> shall be coordinated in order to: <br /> (1) Avoid an excessive number of access points to abutting <br /> land. <br /> (2) Secure adequate right-of-way for future needs. <br /> (3) Provide a basis for estimating future traffic demands. <br /> (4) Allow the major thoroughfare system to efficiently move <br /> large volumes of traffic. <br /> h. All new elements of the street system shall be planned, designed <br /> and developed according to the highest standards, giving due <br /> consideration to both land use and transportation goals and policies. <br /> 92 <br />
