November 10, 2008 Item No. 7C <br />Page 2 <br />Based on the timing of the initial discussion, the possibility was identified to include the <br />improvements of Lake Court Drive and Lake Court Circle in the development of the 2003 <br />Street Improvement Project, which was under development by the City. Therefore, an <br />investigation of the improvements necessary to bring the streets up to City standard was <br />included in the Feasibility Report for the 2003 Street Improvement Project. <br />The Feasibility Report was completed and approved, and the 2003 Street Improvement <br />Project was subsequently ordered. The detailed construction plans and specifications <br />were completed, including Lake Court Drive and Lake Court Circle. However, the <br />negotiations for the agreement between the City and the Association stalled. As a result, <br />the improvements for Lake Court Drive and Lake Court Circle were deleted from the 2003 <br />Street Improvement Project by an Addendum prior to receiving bids on the project. <br />The negotiations on the transfer of Lake Court Drive and Lake Court Circle have since <br />resumed, and recently were completed. The Street Transfer Agreement has been entered <br />into by both parties to facilitate the transfer. A condition of the Agreement states that upon <br />its execution, the City will initiate the process to perform the public improvements on the <br />streets. The purpose of this Staff Report is to provide the information and identify the <br />necessary activities to proceed. <br />Summary of 2003 Feasibility Report <br />Following is a summary of the scope of the improvements identified for Lake Court Drive <br />and Lake Court Circle in the Feasibility Report on the 2003 Street Improvement Project. <br />The scope has not changed significantly since the 2003 Report was completed. <br />Existing Conditions <br />The streets were constructed in 1981 as part of City Project No. 81-3. They <br />contain existing surmountable concrete curb and gutter, and are 38-feet wide <br />from back of curb to back of curb. The width of the bituminous surfacing is <br />33-feet. The existing structural section of the streets is a 3-inch thick layer of <br />gravel base, overlain with 4-inches of bituminous surfacing. <br />The bituminous surfacing of the streets is showing distress, and there are <br />isolated segments of damaged and settled curb throughout the area, particularly <br />near the location of storm sewer catch basin structures . In addition, center <br />islands were included in the original construction of Lake Court Drive at both <br />locations where it intersected Mounds View Drive. These islands have since <br />been removed, resulting in patches to the bituminous surfacing.
