November 10, 2008 Item No. 7A <br />Page 3 <br />Subsequently, at their meeting of October 23, 2008, the Parks Commission adopted a <br />position statement regarding this issue. A copy of that statement is also included with this <br />Staff Report for reference. The position of the Commission is that no parking <br />improvements should be made at Hillview Park. Their further position is that if the Council <br />should decide to proceed with parking improvements, the Park Dedication Fund not be <br />used to finance the improvements. <br />City Administrator Ericson gave a verbal report on the status of this issue at the October <br />27, 2008 Council Meeting. Based on the status, including the differing positions of the <br />Streets Committee and Parks Commission, Council felt it would be appropriate to solicit <br />additional input from the residents in the area of Hillview Park. Council directed Staff to <br />invite residents adjacent to the park to the November 10, 2008 Council Meeting. <br />A notice was mailed to all residents adjacent to Hillview Park on November 29, 2008. A <br />copy of the notice has been attached to this Staff Report, along with the map showing the <br />area to which the notice was sent. The purpose of the notice was to inform the residents <br />of the possibility of adding angled parking stalls at Hillview Park, and to invite them to the <br />November 10, 2008 Council Meeting to express their opinions on the issue. <br />Recommendation: <br />Staff is seeking further direction from the City Council on this issue. It is recommended <br />that the Council consider the information presented in this Staff Report, along with the <br />input of the public attending the November 10, 2008 Council meeting, and attempt to <br />reach a conclusion on this issue. <br />If the conclusion reached is consistent with Resolution 7307, then no further action will <br />be needed on this issue. If the conclusion differs from Resolution 7307, the Council <br />should direct Staff to prepare a new Resolution to address the revised conclusion. <br />Respectfully submitted, <br />Joseph R.
