MAR-31-1994 14:57 <br />RC SOLID WASTE 612 633 0571 P.04 <br />Ms. Samantha Orduno <br />March 31, 1994 <br />Page Three <br />site is slated for development as a trailhead and Rice Creek access <br />point. The acquisition funding source for this property restricts the <br />use of the property, and composting would not be allowed. This site, <br />therefore, is unavailable for use as a yard waste site. <br />No other sites have been identified for analysis by City or County <br />staff at this time. <br />Options <br />There are at least three -options-for -consideration -by -the City -at -this - <br />time. <br />1. Do nothing - The City could decide to leave the site in Ardan Park, <br />and the County would continue to manage the site. <br />2. Close the site - Since 1983 the City and County have cooperated on <br />this site, with the City providing it and the County operating it. <br />Should the City desire, it can decide to use Ardan Park for another <br />use and close the site. In this case the County would remove the <br />yard waste on -site, as well as the fence and signs, portable <br />toilet, storage shed and dumpster. The County would work with the <br />City to inform site users about yard waste management alternatives. <br />3. Relocate the site - The City could propose an alternate site, <br />which the City and County could develop. The City has so far <br />proposed one site in Mounds View (near the proposed golf course), <br />which has been found unacceptable by the County. The other site <br />proposed by City staff is in Shoreview on Regional Open Space land. <br />This site cannot be used composting. In making a decision to <br />relocate the site the County will take into account the cost to <br />relocate and operate the site and the location of the site with <br />respect to site users. <br />Please call me at 292-7904 if you have any questions about this <br />report.
