MAR-31-1994 14:57 <br />RC SOLID WASTE 612 633 0571 P.03 <br />Samantha Orduno <br />March 31, 1994 <br />Page Two <br />Surveys conducted over the past couple of years show that the Mounds <br />View site is used by County and non -County residents. In the summer of <br />1991, 17.5% of the users were from Anoka or Hennepin County. In the <br />summer of 1993 a brief survey showed that 36% of the users were from <br />outside of Ramsey County. In the fall of 1993 that number was 12.3%. <br />The percentage of non -County users of this site was the highest of the <br />eight sites. Most users of the site from Ramsey County live in Mounds <br />View (70 - 80%), although the surveys show that some are from <br />Shoreview and New Brighton (5 - 8%). <br />Alternative Sites- -- <br />You have asked that we examine a site near the City's proposed golf <br />course as an alternative to the Ardan Park site. Our review of this <br />site led us to conclude that this would not be an acceptable site. The <br />principal reasons for this are: <br />- The site is located on a busy road (County Road J) which does not <br />have turn lanes or entrances/exits in place. <br />- The topography of the site would create drainage problems. <br />- The soils at the site drain poorly and have a low depth to the <br />water table, so there is potential for seasonal flooding. <br />- The soils are not adequate for support of equipment and heavy <br />vehicle use. <br />• The site is surrounded by wetlands, and mitigating the effects of <br />site development by creating proper perimeter slopes may decrease <br />the area of the site. <br />- The entire site is wooded, and clearing of the trees and stumps <br />would be expensive. <br />• There are homes within 300 feet which would not be screened from <br />the site. 300 feet is a guideline, and the current site has homes <br />within 300 feet. A newly developed site should be selected, <br />however, to prevent neighborhood problems. <br />The Division has conferred with staff from the City of New Brighton, <br />and was unable to find any sites within that City that could serve as <br />a compost site. <br />The Mounds view Parks Director has also suggested that the County <br />evaluate a site in the City of Shoreview on County Road I near the <br />MNDOT Training Center. This site has the physical capability to be a <br />good yard waste site. It is, however, in the Rice Creek North Regional <br />Trail Corridor. Development plans for this Regional Open Space are <br />being prepared and funding is available for development. The proposed <br />
