Explanation/Summary (attach supplemen ee s necessary.) SUMMARY Staff recently received a call from the resident at 7504 Greenfield Avenue regarding the possibility of imposing further on -street parking restrictions on the streets surrounding his property. The request is the result of the resident seeing an increase in loud and obnoxious behavior, littering, parking on lawns and public urination by (he says) the patrons of the Bel Rae Ballroom. Staff had the Mounds View Police Department run a list of the calls received within the past year on the Bel Rae and found that the large majority involved health emergencies, abandoned vehicles and lockouts. A copy of the report is attached for your review. If the Council wishes to pursue the possibility of imposing further parking restrictions (above and beyond the City-wide 2 a.m. to 6 a.m. ban currently in place) in the neighborhood of the Bel Rae, Staff would recommend that the resident who made the request be asked to gather a petition of property owners within the vicinity of the Bel Rae to get their feelings on the subject. Also, an informational meeting may need to be held so that the ownerof the Bel Rae as well as the residents of the neighborhood have an opportunity to discuss their concerns in a public forum.
