REQUEST FOR COUNCIL CONSIDERATION Agenda Section: 5 <br />STAFF REPORT Report Number: 94-1106WS <br />AGENDA SESSION DATE April 4, 1994 Report Date: 3-31-94 <br />DISPOSITION <br />Item Description: <br />Discussion of Request for Parking Ban <br />Administrator's Review/Recommendation: <br />- No comments to supplement this report <br />- Comments attached. <br />Explanation/Summary (attach supplemen ee s necessary.) <br />SUMMARY <br />Staff recently received a call from the resident at 7504 Greenfield Avenue <br />regarding the possibility of imposing further on -street parking <br />restrictions on the streets surrounding his property. <br />The request is the result of the resident seeing an increase in loud and <br />obnoxious behavior, littering, parking on lawns and public urination by (he <br />says) the patrons of the Bel Rae Ballroom. Staff had the Mounds View <br />Police Department run a list of the calls received within the past year on <br />the Bel Rae and found that the large majority involved health emergencies, <br />abandoned vehicles and lockouts. A copy of the report is attached for your <br />review. <br />If the Council wishes to pursue the possibility of imposing further parking <br />restrictions (above and beyond the City-wide 2 a.m. to 6 a.m. ban currently <br />in place) in the neighborhood of the Bel Rae, Staff would recommend that <br />the resident who made the request be asked to gather a petition of property <br />owners within the vicinity of the Bel Rae to get their feelings on the <br />subject. Also, an informational meeting may need to be held so that the <br />ownerof the Bel Rae as well as the residents of the neighborhood have an <br />opportunity to discuss their concerns in a public forum. <br />Staff awaits City Council direction on this matter. <br />Paul Harrington, City Planner <br />RECOMMENDATION; <br />
