Draft: March 30, 1994 CHAPTER 408 FINANCIAL ADVISORY TASK FORCE SECTION: 408.01 Task Force Established 408.02 Task Force Purpose 408.03 Membership; Qualifications, Terms, and Compensation 408.04 Conflict of Interest 408.05 Vacancies 408.06 Organization; Meetings 408.07 Duties of Task Force 408.08 Expenditures 408.01 TASK FORCE ESTABLISHED: The Financial Advisory Task Force is hereby established and shall be referred to herein as the 'Task Force". 408.02 TASK FORCE PURPOSE: The purpose of the Task Force is to provide technical assistance to the Council and staff in matters relating to the City's finances; to develop, monitor, and periodically update long range financial pdides; and to stimulate citizen awareness and interest in the City's finances. 408.03 MEMBERSHIP; TERMS; QUALIFICATIONS; AND COMPENSATION: Subd. 1. Appointed Members: The Task Force shall consist of seven (7) members appointed by the Mayor with the approval of the majority of the Council. When first appointed, three (3) Task Force Members shall be appointed for one (1) year; two (2) Task Force Members shall be appointed for two (2) years; and two (2) Task Force Members for three (3) years. Each Task Force Member shall hold office until a successor is appointed. Thereafter, the Mayor, with approval of a majority of the Council, shall annually appoint Members to the Task Force for three year (3) terms. Subd. 2. Designated Members. In addition to the appointed membership, one (1) nonvoting member shall be designated by the City Council to serve as liaison to the Financial Policies Task Force. The term of the appointment shall be for one year; except, the term will terminate with the office from which the nonvoting appointment is derived. The City's Finance Director, or his/her designee, shall serve as an ex officio
