138 <br />Council Minutes <br />January 6, 197(3 -0- <br />Councilman Reiter mo\../ed to concur with the City Manager recommendation and <br />retain the firm of Milif,er-Dunwidclie to prepare the re cessary plans ancfrspecifi- <br />cations . Councilman: Ryan seconded the motion which carried unanimously. <br />16. CONS. CREATION OF CITIZENS COMMITTEE FOR TAX LEVY LIMITATIONS <br />Mayor White advised the audience that the City Manager was recommending that <br />the Council establish a citizens' committee to help Council decide whether this <br />matter should go to a referendum as to whether' the tax levy maximum should be <br />increased in order to assure that the City has sufficient funds to operate the. City <br />in the future. <br />Lyle Haney advised the Council and audience that the legislature has proposed that <br />for a city like ours a maximum tax levy be set. Last year we were at the maximum. <br />Since then there were several increased approved by the legislature. Staff is look- <br />ing at 5-year expenditures and revenues through 1981, and hppes to get back to the <br />Council within 30 days . Staff is suspicious that the level of, services and employees <br />will be more than the 6% plus per capita increase over the next five years which <br />is what our recommended limitations are. In order to increase It beyond that, it <br />needs vote approval. <br />Councilman Stull said that we're not asking the people For more money, but asking <br />what direction we should take and what their needs for services will be in the future <br />and how much they are willing to pay for those services. <br />Mayor White made a motion, seconded by Councilman Stull, to approve the setting up oi <br />a steering committee consisting of seven members to study the needs of the commun- <br />ity and that each member of the Council submit one name as a member, and the <br />other two members to be selected by the Council From names submitted by the City <br />. „ <br />Manager. Mr. Jim Stewart asked what the function of the steering committee would <br />be . Mayor Wnite responded it would take the report prepared by the Staff, study <br />the revenue coming into the City, public „safety, human resources, amount of de- <br />, veloprnent projected for the next five years and the cost of operating the government. <br />The Mayor also said that they would make use of the community schools advisory <br />commissions to get input regarding community attitude. It was envisioned by the <br />Mayor that the Steering committee would consist of seven members with subcommittees <br />under that working in each of the areas on the chart prepared by Mr. Cottingham. <br />Councilman Ryan wondered if he was correct in reading into this proposal that each <br />member of the steering committee would also be a chairman of a subcommittee. <br />Mr. Cottingham responded in the affirmative, and that each subcommittee would <br />deal with one of the broad program areas . <br />Councilman Ryan opposed the motion that each member of the Council would pick <br />one member and the City Manager two and recommended that the Council staff <br />a committee large enough to do all of these things and after. that, pick a chairman <br />and seven subchairmen. The Mayor responded that the thinking behind his motion <br />was to get this off the ground as soon as possible. Mayor White thought picking <br />a committee such as that recommended by Councilman Ryan could get burtdened <br />down. Councilman Ryan said he was prepared to submit names for the City Manager <br />to contact and he would like to do that. <br />
