M. Doris , 11108 Arrowhead, asked if there would still be an open,
election on this by the people. Mayor stated that there would be an open election,
and that the various committees would be gathering data as to what type of levy increus
should be asked for. Mr. Coltingham noted that it was conceivable that the com-
mittee would say the City has enough money and a referendum is not needed.
Mr. Chuck Dahlbe1 asked if the committees would make recommendations to the
(;ouncil or to the public. The Mayor responded that the committees would make
recommendations to the Council and if the Council then decides to go ahead, it
weuld ask the same people to get the facts to the community.
i •
Mr. )ini _Stewart asked if it would be the function of the committee to attempt
to r; citizen attitude about services, about needs, problems, etc. • The
ivilyot- that it would, _ that the CoJecil can charge the committee with what-
ever it vvaote the eomniittee to iar_:complish.
eue January ti, 1976 1.
Counc.ilwom<An Green S poke in favor of alternate #1 as set forth in Mr. Cot'..inghat
December 23, 1975 mernorandum whereby mernbees of advi-oey comrnissic.ms wou
be to form subcommittees, because these people cile,e4tiy have the back-
ground in these ubareas .Mayor White was ,.:Iftaid that since these advisory. *eore
missions are geared to meet ing once a month, it would be difficult to get things
done in accordance with the proposed timetable. Mrs. Green suggested that the
commissions be asked.
Councilman Ryan pointed out that according to the timetable graph prepared by
Mr. Cottingham no action other than the creation of the committee needed to be
taken before the last week of January. He felt that the Council should take a bit
of time in order to get the right people on the committees who could get the
pulse of the public. The motion passed 3-2, Councilmembers Green and Ryan
opposed.
Mr. Stewart asked how one would go about indicating interest in serving on the
committees. Mayor White replied that a person should contact any councilmearnbc
and the steering committee should be formed in two weeks and have subcommittee
ready to go to work by the first of February.
