MAR-16-94 WED 15:12 CITY OF CRYSTAL FAX NO. 6125370944 P.02/05 RESOLUTION NO. 93-17 RESOLUTION ESTABLISHING A FINANCIAL ADVISORY COMMISSION AND EFINING DUTIES AND RESPONSIBILITIES WHEREAS, the Crystal City Council finds that the creation of a Financial Advisory Commission is.necessary to advise the City Council in formulating financial policies, priorities -for service delivery and responses to demands on financial resources'in the City. NOW TREREFORE BE IT RESOLVED, by the Crystal City Council.that there is hereby established within the City of Crystal an Financial Advisory Commission as follows: Subd. 1. Title. This organization shall be known as the Crystal Financial Advisory Commission. Subd. 2 Purpose. The general purpose of this Commission shall be to propose and evaluate recommendations to improve the cost effectiveness of City services and programs, to recommend priorities for service delivery in the City and to recommend alternatives for short and long term revenue sources. for the City. Subd. 3. Duties of the Commission. The Financial Advisory Commission shall advise and make recommendations to the City Council in matters regarding financial policies, prioritizing service delivery and revenue sources in the City of Crystal. Subd. 4. Commosition. The Financial Advisory Commission shall be composed of seven (7) members. All members shall be ampointed from the City at large- Members may be residents, non-resident tax payers or operate a business in Crystal. However, at least four members ot: the Commission stall be Crystal ,--esidents. The Citv's Finance Di*-eczor will serve as an ex of:ficLc member of the Commission and provide the Commission with staff support. Subd. 3. kppointments. Members of the Commission shall be appointed by the City Council. In making apmointments to the Commission, the City Council shall give consideration to the qualifications of applicants who possess technical training and expertise to understand -and work with financial information.
