TO: <br />FROM: <br />DATE: <br />SUBJECT: <br />MEMORANDUM <br />MICHELE SEVERSON, DEPUTY CLERK t. <br />PAUL HARRINGTON, CITY PLANNER.\: <br />March 31, 1994 <br />CARNIVAL AT MOUNDS VIEW SQUARE <br />I have completed my review of the proposed carnival to be located <br />at Mounds View Square Shopping Center and would like to offer the <br />following observations/recommendations: <br />(1) The City Council recently approved the location of a <br />nursery/greenhouse in the Mounds View Square Shopping Center <br />parking lot which utilizes space that the applicants' carnival has, <br />in the past, used for offices and setup area. The Council should <br />pay particular attention to the impact the nursery/greenhouse and <br />the carnival will have on the parking availability on the site. <br />The attached map depicts the relationship between the two <br />operations, as well as the impact each will have on parking in the <br />shopping center. <br />(2) As in the past, if the Council allows the carnival to take <br />place, barricades should be provided by the applicant to ensure <br />that the operation of the carnival does not encroach upon drive <br />aisles on the property necessary for safe and orderly traffic <br />circulation. <br />
