Staff <br />responded to the complaint, found that the City's main line was plugged <br />and jetted the line to free the blockage. The weather was not conducive <br />at the time (extremely cold weather) to do any further inspection with <br />the camera, therefore, we monitored the situation closely throughout the <br />winter months. During the week of March 21st staff cleaned the line, <br />removing a substantial amount of sand and inspected the line to assess <br />the location of the damage. <br />The sanitary sewer service at 5108 Eastwood Drive was identified as the <br />source of the sand infiltration. A letter was sent to the resident, Mr. <br />Bob Hitt, notifying him of the problem and the responsibility of the <br />homeowner to make the repair of this service line. On March 30th that I <br />met with the homeowners to explain the situation and probable repair <br />costs. The homeowner stated that their financial situation would not <br />allow this amount of expenditure at this time. It was further explained <br />to Mr. Hitt that in extenuating circumstances or hardship cases, the <br />City has, in the past, has granted a special assessment to a homeowner <br />for this type of repair and that staff would approach Council, apprise <br />them of the situation, and ask for their consideration on this matter. <br />This repair should be made as soon as possible to prevent any further <br />damage to the residential service and to the City's main line. <br />Mike Ulrich, Public Works Supervisor <br />RECOMMENDATION; <br />Staff recommends that the City solicit bids on the repair, award bid to <br />the lowest responsible bidder and grant a special assessment to the <br />homeowner. <br />
