Step 1 Step 2 Step 3 Step 4 Step 5 <br />$42,448.67 $45,101.71 $47,754.75 $51,999.62 $53,060.83 <br />*Reclassified Salary Step: Step 1 immediately, Step 2 after 6 months, Step 3 after 1 <br />year, Step after 2 years and Step 5 after 3 years. <br />Rationale: Reclassification and corresponding salary is consistent with responsibilities <br />of primary City Planner, Supervision of department primary and auxiliary functions in <br />an expanded form, i.e., established housing inspection program, redevelopment <br />activities consistent with accelerated overall economic redevelopment plan requiring <br />increased planning and engineering and code enforcement activities. <br />Scenario No. 4 <br />No reclassification at this time. Salary Step program remains at current levels. <br />Rationale: Requires no budgetary increase. However, it is doubtful current Planning <br />Technician will remain in the expanded pattern long and a replacement planner will <br />be difficult (at best) under current responsibility load and salary schedule. <br />Staff Recommendation <br />While Scenario No. 1 represents a salary increase for current incumbent, it does not <br />reflect the compensation for significant expansion of duties and responsibilities the <br />incumbent has assumed since May of 1993. Stanton's description for this position <br />does not include supervisory responsibilities and is not representative of the <br />leadership/managerial skills required for overall department operations. <br />Scenario No. 3 better represents the position and corresponding salary range that <br />may be required in the future if the City is successful in launching and sustaining an <br />accelerated economic redevelopment, housing rehab/inspections program, increased <br />and on -going F-T code enforcement and significant infrastructure reconstruction. This <br />Scenario more closely reflects an experienced individual with 5-7 years of supervisory <br />responsibilities in all related areas. <br />Scenario No. 4 is not recommended as it represents a "no -win", "no -growth" scenario. <br />It will result in continued frequent turnover and overall increased costs for "down <br />time", advertising and training. <br />Staff recommends implementation of Scenario No. 2, effective April 1, 1994, for <br />current Planning Technician. This Scenario reflects a position reclassification and a <br />salary adjustment consistent with current and anticipated responsibilities, inclusive of <br />supervisory and primary planning functions. <br />
