RESOLUTION NO. 4550 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> RESOLUTION REQUESTING THAT RAMSEY COUNTY CLOSE THE ARDAN PARK <br /> COMPOST SITE <br /> WHEREAS, Ramsey County, in corporation with the City of Mounds View, <br /> currently operates a compost site at Mounds View's Ardan Park; and <br /> WHEREAS, the problems arising from offensive odors on the site and <br /> illegal dumping of non-compost materials has prompted an examination of the <br /> costs and benefits of keeping the site open; and <br /> WHEREAS, the City has incurred over $4, 000 in clean-up costs for the <br /> illegal dumping taking place on the site; and <br /> WHEREAS, the City's Park and Recreation Commission has submitted a plan <br /> to develop the area into a functional City park with both passive and active <br /> recreational activities; and <br /> WHEREAS, the Commission has requested that the City consider the closing <br /> of the compost site to facilitate the development of a neighborhood park at <br /> Ardan Park; and <br /> WHEREAS, the City requested that the County survey Mounds View residents <br /> in regards to the use of the compost site and their reactions to the site <br /> being closed and alternative sites available for composting; and <br /> WHEREAS, the Council has determined that the cost to the City in terms <br /> of clean-up _costs for illegally dumped materials, the desire of the <br /> neighborhood to be free from offensive odors together with the proposed plans <br /> to develop a neighborhood park on the site necessitates the closing of the <br /> site. <br /> NOW, THEREFORE, BE IT RESOLVED THAT, the City Council in and for the <br /> City of Mounds View does hereby request that Ramsey County permanently close <br /> operations of the compost site located at Ardan Park in Mounds View. <br /> BE IT FURTHER RESOLVED THAT, the City Council requests that the closure <br /> take place the week after Memorial Day. <br /> BE IT FINALLY RESOLVED THAT, the City Council requests that Ramsey <br /> County continue to explore an alternative site located near Rice Creek in <br /> Shoreview, the property formerly used for the disposal of diseased elm trees. <br /> Adopted this 25th day of April, 1994 . <br /> ATTEST: <br /> Mayor <br /> (SEAL) <br /> City Administrator <br />
