Council directed <br /> staff to request that the County inquire about the University of <br /> Minnesota property located in Shoreview. <br /> At the April Work Session Council further directed staff to inform <br /> the County that the Council was desirous of closing the compost <br /> site at Ardan Park. Zak Hanson of Ramsey County was contacted and <br /> informed of the Council's proposal and requested to explore the <br /> University property as a possible alternative compost -site. <br /> Last week, Zak Hanson informed me that the University property is <br /> for sale and the University is not interested in any short term <br /> use. He noted that if the City is still interested in closing the <br /> compost site, the County would like to have a resolution from the <br /> Council formally making the request for closure. <br /> Timeline <br /> If the Council approves the attached resolution, the County will <br /> begin the process to close the site the week after Memorial Day. <br /> Options: <br /> 1. The Council can approve the attached resolution and begin the <br /> process of site closure. <br /> 2 . The Council may delay the closing until a suitable alternative <br /> site in or near Mounds View is approved. <br /> 3 . Delay the closing until after the summer to provide another <br /> seasonal cycle of composting. <br /> 4 . Keep the site "as is" . <br /> If the Council wishes to delay the closing or not close the site at <br /> all, it is suggested that the Council consider putting in place <br /> very costly fines and penalties for illegal dumping in City parks <br /> and other inappropriate places for dumping. From the results of the <br /> survey, it appears that there are significant numbers of people <br /> who, if faced with the closure of the compost site, indicate every <br /> intention to pursue illegal ways of disposing of their own <br /> generated yard waste. <br />
