% STAFF REPORT PAGE TWO APRIL 21, 1994 was not satisfactory as a potential compost site. Council directed staff to request that the County inquire about the University of Minnesota property located in Shoreview. At the April Work Session Council further directed staff to inform the County that the Council was desirous of closing the compost site at Ardan Park. Zak Hanson of Ramsey County was contacted and informed of the Council's proposal and requested to explore the University property as a possible alternative compost -site. Last week, Zak Hanson informed me that the University property is for sale and the University is not interested in any short term use. He noted that if the City is still interested in closing the compost site, the County would like to have a resolution from the Council formally making the request for closure. Timeline If the Council approves the attached resolution, the County will begin the process to close the site the week after Memorial Day. Options: 1. The Council can approve the attached resolution and begin the process of site closure. 2 . The Council may delay the closing until a suitable alternative site in or near Mounds View is approved. 3 . Delay the closing until after the summer to provide another seasonal cycle of composting. 4 . Keep the site "as is" . If the Council wishes to delay the closing or not close the site at all, it is suggested that the Council consider putting in place very costly fines and penalties for illegal dumping in City parks and other inappropriate places for dumping. From the results of the survey, it appears that there are significant numbers of people who, if faced with the closure of the compost site, indicate every intention to pursue illegal ways of disposing of their own generated yard waste.
