1994 COUNCIL/STAFF STRATEGIC PLANNING GOALS <br /> Implementation of FOCUS 2000 recommendations will be preamble. <br /> 1. Promote leisure recreation facilities which will provide <br /> recreation opportunities which are financial self reliant. <br /> 2 . Establish a marketing program to enhance the <br /> positive image of the City. <br /> 3 . Develop a plan for the improvement and expansion of the City' <br /> infrastructure, parks and open spaces. <br /> 4. Begin the rehabilitation of the City's housing stock. <br /> 5. Facilitate the delivery of community social services. <br /> 6. Expand the City's financial self sufficiency. <br /> 7. Create a redevelopment plan for Highway 10 a community <br /> oriented boulevard . <br /> 8. Continue to participate in cooperative efforts with both <br /> public and private organizations to ensure quality and <br /> efficient delivery of City services. <br /> 9. Develop a program for nuisance abatement and <br /> code enforcement to improve neighborhood <br /> appearance. <br /> 10 Continue effective communication with all City customers. <br /> 11. Create and implement an Economic Development Program. <br /> 12 . Develop and nurture neighborhoods which contribute to a <br /> spirit of community. <br />
