Board of <br /> J?czzsey <br /> •Counly Coznznsioners <br /> Presented By Commissioner Finley Date April 6 , 1993 No. 93-215 <br /> Attention: <br /> Budgeting and Accounting <br /> Terry Lindeke, Director, Intergovernmental Relations <br /> Page 1 of 5 <br /> WHEREAS , The Ramsey County Board of Commissioners has con- <br /> sidered the issue of Tax Increment Financing (TIP) on a number of <br /> -occasions; and <br /> WHEREAS , The County Board has been concerned that reliance on <br /> TIF adversely affects the County's property tax base and artifi- <br /> cially inflates the property taxes of those properties that are not <br /> included in TIF development plans (County Board Resolution No . <br /> 82-734 , dated September 13, 1982 ) ; and <br /> WHEREAS, The County Board, during the 1990 legislative <br /> session, directed County staff to commence ongoing work •with . the <br /> State Legislature to ensure achievement of the following policy <br /> objectives : <br /> a_ Greater County Board involvement in tax increment financing <br /> decisions and the process of decision making; <br /> b. Management of the growth , in the use of TIF within Ramsey <br /> County; and <br /> c.
