CO22?Ifl!SSXOflers <br /> Presented By Commissioner Finley Date April 6, 1993 No. 93-215 <br /> Attention: <br /> Budgeting and Accounting <br /> Terry Lindeke, Director, Intergovernmental Relations <br /> Page 2 of 5 <br /> T—= <br /> WHEREAS , During this time , there have been a number of <br /> legislative proposals developed by various groups relating to TIF; <br /> and <br /> WHEREAS, A number of these proposals, if they are enacted <br /> during the 1993 legislative session, would negate the current <br /> policy of the Ramsey County Board regarding the use of TIF; and <br /> WHEREAS, Several of the cities within Ramsey County are <br /> supporting these legislative proposals, especially in relation to <br /> the use of TIF for the clean—up of polluted lands, broadening <br /> current TIF laws to expand the use of TIF for social service/ <br /> housing—related issues, as well as economic <br /> development/redevelopment and manufacturing projects and changes to <br /> the current provision in the TZF laws regarding the HACA/LGA <br /> reduction; and <br /> WHEREAS, Based upon the facts that: <br /> o county and municipal staff have not been able to reach <br /> agreement on new recommendations regarding the use of TIF; <br /> and <br /> o the proposals that have been or may be presented to this <br /> session of the Minnesota Legislature, if enacted, will not <br /> support the County Board' s policy objectives regarding the <br /> use of TIF; and <br /> WHEREAS , County staff recommend that the Ramsey County Board <br /> continue to pursue the three policy objectives related to TIF, as <br /> previously outlined in this resolution; and <br /> WHEREAS , County staff recommend the following specific <br /> legislativeproposals to implement the County Board' s policy <br /> objectives : <br /> RAMSEY COUNTY BOARD OF COMMISSIONERS <br /> YEA NAY OTHER <br /> Diane Ahrens <br /> John Finley _ Hal Norgard, Chairman <br /> Ruby Hunt <br /> Sal Norgard <br /> Warren Schaber (Continued) <br /> Brenda Thomas _ By <br /> Dick Wedell r:,ar _ <br /> 9 d 9899880990 'ON/81 :81 'ZS/91 :8I 6 ,90 '90 (IlHi) 'IfVd IS NVOEOW 2g HOOKS HOuy <br />
