111. <br /> Reaueut for FinanDial Anaiatama <br /> The requirement to build a shelter came as a surprise to us <br /> and our budget and rent structure made no provisions for such <br /> • <br /> a costly endeavor. <br /> We wonder if the City staff could be directed to work with us <br /> to obtain financial assistance for said construction such as <br /> Community Development Block Grants, Tax Increment Financing . <br /> , or- whatever? We know of at least 3 other communities ( Inver <br /> Grove Heights, Northfield and Blaine) who have provided such <br /> help. Providing such help could blunt the financial shock <br /> that will be felt by Mounds View residents at Colonial <br /> Village who will have to foot the bill . <br /> --For—Your-Information. 4 <br /> 1. The population at Colonial Village is approximately 411 <br /> persons, making the average density of 2. 11 persons per <br /> site. <br /> 2. In past storms a maximum of 10 person's from Colonial <br /> . Village have been seen at City Hall basement. <br /> 3. For the above reasons we believe a 1455 ft2 structure far <br /> exceeds the need. <br /> Will revuiremennt change? <br /> The city has specified what it believes to be the proper <br /> space requirements. We will build to those requirements. <br /> What assurance can the city give that next year or the year <br /> after these requirements might be made even more onerous by <br /> the city or state authorities? If even more floor area is <br /> required it would "obsolete" the building we seek to build <br /> now.
