REQUEST FOR COUNCIL CONSIDERATION Agenda Section: 6 STAFF REPORT Report Number: 94-1187WS_ AGENDA SESSION DATE June 6, 1994 Report Date: 6-2-94 DISPOSITION Item Description: Discussion Regarding Permitting Process for Surface Water Management Administrator's Review/Recommendation: - No comments to supplement this report - Comments attached. Explanation/Summary (attach supplement sheets as necessary.) ITMMARY; As discussed at the May 2 , 1994 council work session, some revisions to the Surface Water Management Plan needed to be made. These changes would establish this document as the official governing document in regards to all wetland and drainage issues. These changes were furnished by SEH and were distributed May 2 , ,1994 and were also attached to the staff report for the May 23 , 1994 council meeting to set a public hearing to adopt those changes. As Rocky Keene stated, that after these changes were adopted, a permitting policy had to be established in order for the City of Mounds View to assume the permitting authority from Rice Creek Watershed District. Although the city must still abide by all of the state and federal regulations, plans can be reviewed and decisions about issues can be handled in a more timely manner. The City can take a more proactive versus reactive as in the case in dealing with the Westminster Proposal. Rocky also mentioned that a couple of his clients were doing the same thing, and that when their permitting policies were completed, Mounds View could use them as a starting point.
