REQUEST FOR COUNCIL CONSIDERATION Agenda Section: 6 <br /> STAFF REPORT Report Number: 94-1187WS_ <br /> AGENDA SESSION DATE June 6, 1994 Report Date: 6-2-94 <br /> DISPOSITION <br /> Item Description: Discussion Regarding Permitting Process for Surface Water Management <br /> Administrator's Review/Recommendation: <br /> - No comments to supplement this report <br /> - Comments attached. <br /> Explanation/Summary (attach supplement sheets as necessary.) <br /> ITMMARY; <br /> As discussed at the May 2 , 1994 council work session, some revisions to the <br /> Surface Water Management Plan needed to be made. These changes would <br /> establish this document as the official governing document in regards to <br /> all wetland and drainage issues. <br /> These changes were furnished by SEH and were distributed May 2 , ,1994 and <br /> were also attached to the staff report for the May 23 , 1994 council meeting <br /> to set a public hearing to adopt those changes. As Rocky Keene stated, that <br /> after these changes were adopted, a permitting policy had to be established <br /> in order for the City of Mounds View to assume the permitting authority <br /> from Rice Creek Watershed District. <br /> Although the city must still abide by all of the state and federal <br /> regulations, plans can be reviewed and decisions about issues can be <br /> handled in a more timely manner. The City can take a more proactive versus <br /> reactive as in the case in dealing with the Westminster Proposal. Rocky <br /> also mentioned that a couple of his clients were doing the same thing, and <br /> that when their permitting policies were completed, Mounds View could use <br /> them as a starting point.
