E1anation/Summary(attach supplement sheets as necessary.) - - - UMMARY; Attached is the draft language for the establishment of an Economic Development Commission (EDC) which will act as an advisory to the Economic Development Authority on matters relating to fostering a positive economic climate, encouraging economic development , and enhancing the tax base of the City. After discussion at the May 23, 1994 EDA work session, I have added, in italics, the following information to section 408.03, subdivision 1 Appointed Members, Qualifications, Terms of Office; to read as follows: "The Commission shall be composed of seven (7) equal voting members, including three business representatives and four residents appointed by the e Authority President with the approval of the Authority Board of Commissioners. Members shall have diverse qualifications with practical experience consisting of, not limited to, but including one of the following areas - economics, finance, accounting, real estate, development and marketing. Members shall serve This language will insure diverse, well qualified candidates for the commission representing the interest of the entire community. In addition, attached is draft Ordinance No. 542 to establish the commission. The ordinance is scheduled to be formally introduced on June 13, 1994. and adopted on June 27, 1994 council meetings. I have met with Delane Welsch, a resident of Mounds View and professor at the University of Minnesota, who is interested in serving on the commission. I will provide a copy of Professor Welsch's application at the Council work session for your review. The other potential candidates for discussion are as follows: - Business Representatives:(Mark Malone, Western Bank; Ron Schmidt, Amoco; Brian Sjoberg, Dynex Industries) - Residents (Dan Nelson, Charlynn Robertson, Gayla Shoemaker, Tom Fields, Gary Jones).
