REQUEST FOR COUNCIL CONSIDERATION Agenda Section: 8.
STAFF REPORT Report Number: 94-1189WS
AGENDA SESSION DATE
June 6, 1994 Report Date: 6-2-94
DISPOSITION
Item Description: Update of Liquor License Fee Structure Process
Administrator's Review/Recommendation:
J
- No comments to supplement this report i tv0
- Comments attached.
Explanation/Summary(attach suppleme>t sheets as necessary.)
,Si1MMARYt \
On May 18, City staff met with the three proprietors in Mounds View whose
establishments sell liquor and have a cabaret. This meeting was held in
response to Ed Donetelle's request to the Council for the City to reexamine
the liquor license fee structure for on-sale with cabaret. Ed was present
along with Charlie Hall of the Mermaid and Bob Waste of Roberts off 10.
The options discussed were:
1) leave the fee structure as is ($5, 000 + $85/100 sq. ft. of public area
in excess of 4, 000 sq. ft. not to exceed $10, 000/yr. ) ;
2) base the fee on the number of police calls made annually;
3) base the fee on volume of liquor sold or gross receipts of liquor sales;
4) base fee on sq. footage of area where liquor is served and area where
food and liquor are served; and
5) a combination of all of the above.
Staff is still collecting information to assist in determining if a policy
can be devised that may be better than the existing method of figuring
liquor license fees. This information will be brought to the July Work
session for further discussion.
In the meantime, because these fees will be administered in June, if the
fee structure changes, appropriate adjustments can be made with each
proprietor.
7:fill (11444k
Tim Cruikshank, Asst. to City Admin.
RECOMMENDATIONz
