Metropolitan
Waste Control
Commission Office Memorandum
TO: Files DATE: 05/24/94
FROM: Jim Noska
SUBJECT: Blaine Interceptor
MWCC Project No. 865600
AGREEMENT WITH MOUNDS VIEW RE: ACCELERATION OF THE
PROJECT SCHEDULE
On this date, representatives of the City of Mounds View and the
MWCC (see attached list) met to confirm a tentative agreement
reached between the two parties on 05/23/94 . The issues to be
resolved and there resolution are as follows.
Issue #1: The City needs to have MWCC' s work in the new golf
course area completed as soon as possible.
Resolution #1: The resolution of this issue is dependent upon the
results of groundwater analysis with respect to
lead and silver contamination. If there is no
contamination identified in the sample of the
City' s dewatering discharge to be taken today, the
MWCC will authorize Kenko, Inc. to proceed with
construction on the north side of TH 118 first. If
contamination is found, Kenko, Inc. will be
directed to commence work at the south end of the
project as originally planned.
The former direction should result in Kenko being
complete in the golf course area by 07/07/94. The
latter direction will result in a 07/31/94
completion within the golf course area, unless the
contractor is able to double shift its pipe laying
and jacking operations. The cost to the MWCC for
following the former direction has not been finally
negotiated; however, the estimated amount, as
quoted by Kenko, is $65, 700 . The cost to the City
of Mounds View for following the latter direction,
as quoted by their contractor, Veit, Inc. , is
$44, 800 . Final costs will need to be agreed upon
by all parties as soon as possible.
Issue #2 : Two greens and two tees as well as parts of
adjacent fairways within or abutting the limits of
construction for the interceptor and have already
been rough graded and dressed with topsoil . These
areas will need to be regraded subsequent to
pipeline placement.
-1-
