STAFF REPORT
JUNE 1, 1994
PAGE TWO
The Parks and Recreation Commission visited this area last
Thursday, May 28 to look over the situation. Council member
Trude can elaborate on their recommendations - which was to first
look into additional pine trees for a natural barrier versus
installation of netting or fencing which may be unattractive. It
is thought that perhaps the netting and fencing may be
unattractive and perhaps ineffective.
I discussed this problem with Forester Wriskey. His opinion is
that we could certainly plant more pine trees, however, he feels
that they would be ineffective for perhaps 10 or more years.
Golfballs that hit homes at Brightwood Hills and damage the
windows or homes are repaired at the City's expense. The City of
New Brighton planted additional trees in these areas as well as
put up netting to divert the golfballs. Kurt mentioned that
damages from golfballs that hit peoples' property living near
Centerbrook Golf Course were repaired at the City's expense (a
dented car and broken window) .
An additional option would be for the Johnson's to construct a
privacy fence at their property line which would stop the balls
from skimming onto their property. Of course, this would also
block their view of the park which I am sure is a benefit of
their home location.
This is a problem with a number of possibilities for solutions
including: extended fencing height, netting, additional tree
planting, or privacy fencing.
Mr. and Mrs. Johnson will be present at the Council Work Session
Monday evening. Staff continues to have Brad at the field for
all city sponsored adult men's softball games until a decision is
made. However, we are unable to guarantee that baseball players
or others using the park will not hit homeruns over the fence
which was the situation during the weekend.
