Complaint procedures <br /> I believe that we need to develop a process so that Ramsey County <br /> can be informed of complaints received by the City. Only when we <br /> know of problems can we address them. Perhaps you have some ideas <br /> on how to do this. At a minimum, should the City receive <br /> complaints, please forward them to Fawzi Awad by phone (292-7826) <br /> or fax ( 633-0571 ) so that we can respond. <br /> 7. Composting on site vs. transfer site <br /> One Councilmember stated that the County promised to use this as a <br /> transfer site only. Our records indicate that was never promised <br /> ( see attached correspondence from 1990. ) We did say in 1990 that <br /> the site would be used as a transfer station for grass clippings, <br /> and we have honored that promise. We have transferred excess leaves <br /> off site, in order to maintain manageable amounts on site. <br /> In 1993 the site received 11,948 cubic yards of material. Of this, <br /> 1,560 was grass clippings transferred off site. Of the remainder, <br /> 5,888 was leaves composted on site, and 4 ,500 was leaves <br /> transferred off site. As the composting process proceeds, the <br /> volume of leaves on site rapidly diminishes, so that at the present <br /> time the volume of composting leaves is about half of the original <br /> volume, or 3, 000 cubic yards. We are removing about half of this to <br /> make room for the site grading that was scheduled for this spring. <br /> 8. Contractor work hours: <br /> I checked to verify that our contractor had worked on early Sunday <br /> mornings, and, in fact, he had worked early on several Sundays. We <br /> typically assign our contractors to perform a certain amount of <br /> work on certain days, and they choose when to do it. We have <br /> directed him to not operate on site before 8 :00 a.m. He has altered <br /> his work schedule, so that he will be showing up after that, most <br /> likely around 10 :00 a.m. <br /> We have recently taken bids for our yard waste work, and a <br /> different contractor may be working at the Mounds View site <br /> beginning in June. We will instruct him about the timing issue as <br /> well . <br /> We apologize for this inconvenience. After the Council meeting I <br /> gave my business card to the citizen who complained and asked him <br /> to call me if he had any further concerns. <br />
