Samantha Orduno <br /> May 13, 1994 <br /> Page Two <br /> • The windrow on the site will be turned only when the wind is from <br /> the south, west, southwest or southeast only. <br /> • The size of the windrow will be reduced to assure that <br /> anaerobic (odor producing) conditions are less likely. <br /> • We will monitor the biological activity of the windrow through <br /> temperature and moisture measurements, and will turn the windrow <br /> based on those measurements rather than contractor scheduling as <br /> has been past practice. <br /> • We will keep records of site activities and our measurements so <br /> that if complaints are made we can correlate complaints with site <br /> activity. <br /> 4. Phosphorus loading of ponds in park/water quality issues <br /> We have contacted the Jim Hess with the City of Mounds View to <br /> determine other sources of water in those ponds. Enclosed is a map <br /> which shows that the two ponds receive water from the storm sewer <br /> system west of the site. Water drains from the northern pond to the <br /> southern pond, and then into a wetland and under highway 10 to <br /> another wetland. From there water drains back under Ardan Avenue <br /> and Highway 10 to other wetlands and eventually Rice Creek. The <br /> compost site is not the sole source of runoff to these ponds. <br /> Regardless of source, attempts should be made to reduce phosphorus <br /> loading in a watershed. A review of the literature on runoff <br /> characteristics from yard waste sites has shown that phosphorus <br /> levels are low in runoff from sites . In order no to rely solely on <br /> data in the literature, we are working with the Ramsey County <br /> Environmental Services program in the Department of Public Works to <br /> sample runoff from the yard waste site in Maplewood. If the results <br /> of this sampling indicate the need for a more extensive look into <br /> this issue, we will do so. <br /> 5. Problems at site, including traffic, odor and dust <br /> We have no records of complaints being made about these issues. <br /> Last year some site users complained about access and dust, but <br /> that was related to construction of Long Lake Road. <br /> Should we need to control dust, we would like to work with the City <br /> to water down the area or apply calcium chloride as necessary. The <br /> County can reimburse City costs for this. <br />
