2 . Signs <br /> a. Signs will be maintained by the County <br /> b. Upon the request of the City, "no dumping" signs will be <br /> placed at strategic locations around the site by the <br /> County <br /> 3. Site operation <br /> a. Windrow turning will occur when wind is from the south, <br /> west, southwest or southeast only <br /> b. Contractor activities will not occur before 8:00 a.m. on <br /> any day <br /> c. Grass clippings will be hauled out twice per week on <br /> Mondays and Thursdays. <br /> d. The monitor will "patrol" the yard waste area as well as <br /> the area where dumping has occurred. Each day the monitor <br /> will note additional dumping at the site and in the park. <br /> The monitor will report dumping at the site to the <br /> County, and dumping in the park to the City <br /> Administrator' s office. The monitor will direct anyone <br /> dumping anything but yard waste not to do so; for those <br /> that refuse he will call the City police department and <br /> his supervisor. <br /> e. Windrow temperatures and moisture will be measured and <br /> monitored weekly, and will be recorded by the county. <br /> B. Long term ( in the event an alternate site is not found, and the <br /> site remains at Ardan Park) <br /> 1 . Site plan: staff designated by the City and County will meet <br /> and develop a site plan by (date) . The site plan will be <br /> approved by the City Administrator and Solid Waste Division <br /> Manager upon its completion. Upon approval the site plan <br /> will be implemented. The plan will include a timeline and <br /> budget. Improvements will be designed to deal with the <br /> following: <br /> • efficient and safe traffic flow in the park/on site <br /> - control of illegal dumping <br /> - aesthetics and preserving a park-like setting <br /> ▪ being a good neighbor <br /> 2 . Site improvements: The site plan will allocate <br /> responsibility for improvements between the City and County. <br /> The parties will agree to cooperate in the timely <br /> implementation of the work plan. <br />
