15. <br /> REQUEST FOR COUNCIL CONSIDERATION Agenda Section: <br /> 94-1196WS <br /> Report Number: <br /> STAFF REPORT <br /> June 6, 1994 6-2-94 <br /> AGENDA SESSION DATE Report Date: <br /> DISPOSITION <br /> Item Description: Discussion Regarding Ramsey County CDBG Funds <br /> Administrator's Review/Recommendation: <br /> - No comments to supplement this report <br /> - Comments attached. <br /> Explanation/Summary (attach supplement sheets as necessary.) <br /> UMMARY; <br /> Since 1985 , the City of Mounds View has participated with other Ramsey <br /> County suburban communities to provide the population requirements for <br /> Ramsey County to be a CDBG entitlement County. By approving the agreement <br /> each year, the City has the opportunity to participate in the suburban wide <br /> competitive application process for CDBG and Home Loan funds. Ramsey County <br /> needs a collective suburban population of. 100, 000 to "re-qualify" for the <br /> entitlement. If they do not receive the dedicated population, they lose the <br /> estimated $1. 4 million in entitlement CDBG funds. <br /> Over the past three years, and most notably this year, there has been <br /> growing dissatisfaction among some of the suburban cities with the <br /> competitive application process. This dissatisfaction is a result of two <br /> things: <br /> 1. The role of the CDBG committee, selected by Ramsey County <br /> staff and directed to review applications and make <br /> recommendations to the County Board for approval or rejection. <br /> 2 . The role of Ramsey County staff in the recommendations that <br /> are made to the County Board. <br /> On Wednesday, June 1, 1994 , representatives from several Ramsey County <br /> suburban cities met with Denise Begbeder of Ramsey County to discuss these <br /> concerns.
