This memo shall serve as a <br /> summary of the issues raised as we understand them and those steps <br /> we believe the County can realistically take to respond. <br /> 1. Can a municipality execute a one-year cooperation agreement <br /> instead of a three-year agreement? <br /> On June 1, 1994, John Swanson of the area HUD office informed <br /> us that in accordance with CPD Notice 94-09, issued March 24 , <br /> 1994 , local jurisdictions must commit to the full three-year <br /> cooperation period; they may not choose the length of time <br /> they are willing to participate. The language in the notice <br /> is as follows: <br /> Any County that qualifies as an urban county will be <br /> entitled to receive funds as an urban county for three <br /> consecutive Fiscal Years regardless of changes in its <br /> population or boundary or changes in any communities <br /> contained within the urban county during that period. <br /> However, during the period of qualification, no included <br /> unit of general local government may withdraw from the <br /> urban county unless the urban county does not receive a <br /> grant for any year during such period. <br /> Any currently included local government that elects to be <br /> excluded from en urban county must notify the county and <br /> HUD, in writing, that it elects to be excluded. (The date <br /> by which this election must be made is June 15, 1994. ) <br /> Such election to be excluded will be effective for the <br /> Minnesota's First Home Rule County <br /> ppinwa Oil CM/Clyd p.pe•.r with a minimum of 10%poOl•aonaunu:r enntenl <br /> Ciiit <br />
