Also, according to the CPD Notice, the agreement remains in effect until the CDBG (and HOME, where applicable) funds and income received with respect to the three-year qualification period (and anysuccessive qualification periods under agree- ments-that-provide gree--mentsthat-provide for automatic renewals) are expended and the funded activities completed. The county and participating unit of general local government may not terminate or withdraw from the agreement while the agreement remains in effect. 2. May local jurisdictions make changes to the Amendment to the Cooperation Agreement? According to John Swanson, the language in this amendment, which was pre-approved by HUD, may not be changed. It includes only the specific language required by HUD. HUD will not accept any contingencies or alterations to the agreement. He suggests that if local jurisdictions wish to express conditions or contingencies, they may do so through other means. 3. Can the process for allocating Ramsey County CDBG funds be modified?. You have requested that the County entertain alternative ways for allocating CDBG funds and that the County HRA support such an endeavor through formal resolution. We concur with you that the process needs to be re-examined and that a variety of appropriate options should be explored to ensure that the program is more responsive to statutory changes in regulations and all of your communities' identified needs and priorities. Although it will not be possible to provide such a resolution by the election date, June 15, 1994, we will inform HRA Board members that this issue is under discussion, that it has the support of staff, and that an appropriate resolution will be drafted for approval as soon as possible. 4.
