The county and <br /> participating unit of general local government may not <br /> terminate or withdraw from the agreement while the agreement <br /> remains in effect. <br /> 2. May local jurisdictions make changes to the Amendment to the <br /> Cooperation Agreement? <br /> According to John Swanson, the language in this amendment, <br /> which was pre-approved by HUD, may not be changed. It <br /> includes only the specific language required by HUD. HUD <br /> will not accept any contingencies or alterations to the <br /> agreement. He suggests that if local jurisdictions wish to <br /> express conditions or contingencies, they may do so through <br /> other means. <br /> 3. Can the process for allocating Ramsey County CDBG funds be <br /> modified?. <br /> You have requested that the County entertain alternative ways <br /> for allocating CDBG funds and that the County HRA support <br /> such an endeavor through formal resolution. We concur with <br /> you that the process needs to be re-examined and that a <br /> variety of appropriate options should be explored to ensure <br /> that the program is more responsive to statutory changes in <br /> regulations and all of your communities' identified needs and <br /> priorities. <br /> Although it will not be possible to provide such a resolution <br /> by the election date, June 15, 1994, we will inform HRA Board <br /> members that this issue is under discussion, that it has the <br /> support of staff, and that an appropriate resolution will be <br /> drafted for approval as soon as possible. <br /> 4. How will the County's strategic planning process and HUD's <br /> Consolidated Plan requirements impact funding allocations?. <br /> Under the Clinton Administration, a new rule has just been <br /> released regarding the planning process and its relationship <br /> to the allocation of federal funds.
