This is <br /> especially timely in light of our desire to review and <br /> restructure the CDBG funding process so it is responsive to <br /> suburban Ramsey County needs. <br /> Furthermore, the County is engaging in a more comprehensive <br /> planning process as required by the Home Rule Charter. <br /> Ramsey County municipalities and other stakeholders are <br /> expected to play- a key role in the development of a county- <br /> wide vision, strategies and operational plans. This should <br /> provide an excellent opportunity for each of our community' s <br /> priorities to be considered in the development of a compre- <br /> hensive strategy, particularly in such areas as housing and <br /> economic development. <br /> We will keep you informed as the details of the Consolidated <br /> Flan come forward. <br /> 5. Will the County provide training? <br /> During the past year, several suburban communities have <br /> indicated they would be receptive to the County providing <br /> training in the requirements for HUD community development <br /> activities. During the preparation of the Dakota County <br /> Consortium's Comprehensive Housing Affordability Strategy and <br /> throughout the recent FY 94 CDBG allocation process, the need <br /> for discussion of CDBG and HOME programs has become more <br /> apparent. County Community and Economic Development staff <br /> will work with representatives of suburban communities to <br /> identify training needs and to jointly develop housing, <br /> community and economic development learning opportunities . <br /> Furthermore, it is our intent to offer a workshop in the <br /> early fall that will encompass an updated explanation of the <br /> CDBG and HOME programs, eligible activities, and the key <br /> regulatory and compliance areas that govern the program. <br /> This will assist communities in determining which projects <br /> are most appropriate for these funding sources. We <br /> anticipate that this training will reflect the deliberations <br /> of the suburban City-County committee that will be meeting <br /> throughout the summer to improve the CDBG allocation process <br /> for FY 95. We will also invite our HUD representatives to <br /> share their knowledge and expectations of the County as the <br /> Entitlement Agency as a part of this. <br /> Thank you for your input and continued support for this important <br /> program. As always, we are anxious to develop ways to improve <br /> services to our residents. <br /> cam <br />
