RULES OF ORDER (CURRENT) <br /> Mounds View City Code, Section 105.04, (pursuant to Charter Section 3.03): <br /> Subd. 4 Rules of Order: <br /> a. Presiding Officer: The Mayor or, in his absence, the Acting Mayor <br /> shall preside at Council meetings, preserve order and decorum and decide questions <br /> of order. The Mayor's duties under this subdivision shall be in addition to his <br /> duties, rights and privileges as a Councilmember. <br /> b. Special Rules: The following special rules shall be applied: <br /> (1) A member may be excused from voting in the case of <br /> conflict of interest on a matter before the Council only with the unanimous consent <br /> of the other members present. <br /> (2)A motion before the Council shall be reduced to writing by <br /> the Clerk-Administrator at the request of any Councilmember. <br /> (3) Such other special rules may be adopted and included in this <br /> subdivision as the Council, from time to time, deems necessary. <br /> c. General Rules: In all other matters of parliamentary procedure, the <br /> Council shall be governed by the latest printed edition of'Robert's Rules of Order.' <br /> d. Suspension of Rules: The operation and effect of any rule <br /> established or followed pursuant to this Section may be suspended upon the <br /> unanimous vote of the Council." <br /> Robert's Rules of Order, Revised, Section 7 "Debate": <br /> "Speakers must address their remarks to the presiding officer, be courteous in <br /> their language and deportment, and avoid all personalties, never alluding to the <br /> officers or other members by name, where possible to avoid it, nor to the motives of <br /> members." <br /> Section 43 "Decorum in Debate": <br /> "In debate a member must confine himself to the question before the <br /> assembly, and avoid personalities. . . . It is not allowable to arraign the motives of a <br /> member, but the nature or consequences of a measure may be condemned in strong <br /> terms. It is not the man, but the measure, that is the subject of debate." <br /> 1 <br />
