ADDITIONS PROPOSED TO EXISTING <br /> RULES OF ORDER <br /> According to the City Charter of Mounds View, Section 3.03 and the <br /> Mounds View City Code Section 105.04, Subd. 4(b)(3), the City Council may <br /> adopt other Special Rules as deemed necessary. The following additional Special <br /> Rules are proposed for dual adoption by the City Council (amending 105.04, subd. <br /> 4 by adding new subsections) and the Economic Development Authority (EDA) <br /> (amending the by-laws): <br /> 1. (New subd. 4(b)(4)) At all meetings of the Council [EDA], <br /> Councilmembers [commissioners] will refrain from making negative personal <br /> comments, such as comments questioning the motives or abilities, of other elected <br /> officers, staff, or persons appearing before the council [ EDA]. If a councilmember <br /> [commissioner] violates this rule, the presiding officer shall immediately take <br /> control to preserve decorum, limiting further comments of the offending member <br /> until a later time when the presiding officer again recognizes his/her right to address <br /> the body. A second violation during the same meeting shall result in suspension of <br /> that member's opportunity to participate in further debate on that item. A third <br /> violation during the same meeting shall result in that member being asked to <br /> remove him/herself from the meeting room. <br /> 2. [Subd. 4(b)(5)] In the event that the presiding officer fails to enforce <br /> these Rules of Order, the Acting Mayor [EDA Vice President] is hereby authorized <br /> to enforce the Rules of Order. <br /> 2 <br />
