vacation, (at least 5 consecutive days) during the spring thru fall <br /> months. Some of the workload is then managed through the addition <br /> of seasonal employees. Staff has prepared a short analysis of the <br /> available work hours in a pay period compared to the actual hours <br /> received. This report does not include any sick time or training <br /> hours. <br /> Many public works programs require staffing levels of four to six <br /> employees to perform effectively and at the highest efficiency levels, <br /> i.e., patching, cracksealing, watermain flushing, snow and ice control, <br /> sanitary sewer maintenance and inspection. To perform any one of <br /> these programs at one time requires additional staff from another <br /> division. Consequently, the short-handed division's activities must be <br /> put on hold pending the completion of the other's task. In most <br /> cases, this practice is less than desirable. Listed below are a few <br /> programs that need attention, that staff has not been able to reach <br /> desired established goals. <br /> A. Sanitary sewer maintenance and inspection - a goal has been <br /> established based on the age and history of the system. If <br /> regular maintenance is not performed on the system, the City <br /> could possible face increased blockages, possibly resulting in <br /> legal action. <br /> B. Pavement management - a cracksealing program has been <br /> added to prevent further pavement deterioration on streets that <br /> are relatively new or warrant this procedure. This, along with <br /> sealcoating will stabilize the life cycle curve of these surfaces. <br /> The remainder of the City's streets are deteriorating more <br /> rapidly than staff can repair them. A street reconstruction <br /> program accompanied by a policy or philosophy of <br /> repair/maintenance of the rest of the streets in accordance with <br /> the pavement management program must be addressed. <br /> C. Water system - the installation of approximately 40 to 50 valves <br /> need to be installed throughout the system to provide more <br /> effective isolation during construction and emergency situations. <br /> 28 <br />
