* Enhance employee knowledge and productivity through training <br /> in computer technology and provision of efficient equipment <br /> and tools. - <br /> * Enhance rental housing inspection program by increasing the <br /> number of inspections provided and insuring nearly complete <br /> coverage of rental units as allowed by resource considerations. <br /> * Review the possibilities of amortizing non-conforming land uses <br /> and providing a mechanism to reduce the level of non- <br /> conformity. <br /> * Begin a street reconstruction program which will bring existing <br /> streets up to city standards and provide off street trails as <br /> appropriate. <br /> * Construction of"minor maintenance" surface water management <br /> projects such as outlet wiers, skimmer installations, and catch <br /> basin repairs. <br /> * Continue preventive maintenance projects in municipal drinking <br /> water and sanitary sewer collection systems. <br /> A number of issues or policies affect the staffing level projection for <br /> the Public Works Department. These include Council's desire to <br /> consider street reconstruction and improve existing pavement <br /> management practices, re-establishing preventative maintenance and <br /> inspection of sanitary sewer, and involvement in special projects <br /> throughout the department. <br /> Many of these goals or programs have not been met to staff's <br /> satisfaction for numerous reasons. The level of seniority among the <br /> members of the maintenance employees permits the majority of these <br /> employees to assure four weeks of vacation per year. The number <br /> of employees restricts the ability for these people to utilize their <br /> vacation over the winter months due to their workload and weather. <br /> This leaves these people needing to take at least 2-3 weeks of <br /> 27 <br />
