PRESENTED AT JUNE 7, 1993 COUNCIL WORK SESSION <br /> FIRST DRAFT JUNE 3, 1993 <br /> 1993 LONG TERM FINANCIAL PLAN <br /> The 1993 Long Term Financial Plan, prepared in compliance with Section <br /> 7.05 of the Home Rule Charter for the City of Mounds View is designed to <br /> provide a 5 year plan to meet the service level and capital improvement <br /> needs of the City. <br /> The plan is comprised of four elements evaluating the public service, <br /> capital improvement and long term revenue needs of the community and <br /> a capital budget summarizing the capital requirements for the City over the <br /> 5 year period. <br /> I. PUBLIC SERVICE PROGRAM <br /> The Public Service Program, as outlined in Section 7.05, <br /> Subdivision 2 of the Home Rule Charter, is to be: <br /> "...a continuing five-year plan for all public services <br /> estimating future needs for the public health, safety <br /> and welfare of the City. It shall measure the needs <br /> and objectives for each City Department, the <br /> standard of services described, and the impact of <br /> such service on the annual operating budget." <br /> Included in the 1993 Public Service Program are organizational <br /> charts showing the present and, where appropriate, future <br /> organization and staffing of each of the City's departments. <br /> Also attached is Appendix A showing the present organization <br /> of the City down to the department level. <br /> The following is a review of each individual department, an <br /> outline of its basic objectives and a determination of what effect <br /> the needs of each individual department will have on the City's <br /> annual budget. <br /> 1 <br />
