At the work session on July 6th, the Council made <br /> reductions and revisions to the first draft of the budget. Subsequent to <br /> the meeting, the staff also made additional reductions and revisions which <br /> have resulted in a decrease in the gap between revenues and expenditures. <br /> Unfortunately, a rather large gap remains. The choices before the Council <br /> next Monday night center on additional reductions in proposed staffing <br /> levels, reduction or elimination of services and capital expenditures. <br /> Although Council and staff discussed, in depth, the need for a housing <br /> inspector and a economic development coordinator for 1994, the two <br /> positions will cost the General Fund $80, 538: the Housing Inspector, <br /> $36, 636 and the Economic Development Coordinator, $43, 902 . While the need <br /> for both positions is clear and very well substantiated in terms of <br /> identified strategic goals and objectives for the City, both positions may <br /> be cost prohibitive. The two positions result in an approximate overall 1% <br /> tax increase. <br /> As a point of reference, it is necessary to point out that the City's <br /> decision not to fill the Public Works Director position does mean $23, 146 <br /> that would have been factored into the General Fund personnel expenditures, <br /> has not been included in the 1994 budget projections. <br /> While I realize the commitment the City Council (and residents) have to <br /> keeping the City's housing stock in good condition (both owner occupied and <br /> rental) and a Housing Inspector position is viewed as the first step in <br /> realizing that goal, I think we may have alternatives. <br /> One of the first steps in developing a housing rehabilitation/inspection <br /> program is to assess the condition of the City's housing stock - a formal, <br /> comprehensive study that would rank the housing stock in some order of <br /> RECOMMENDATION; Samant : Or undA inistrator <br /> Y <br />
