STAFF REPORT <br /> PAGE TWO <br /> JULY 15, 1993 <br /> rehab need. We have not conducted such a study. I would recommend <br /> that the Council consider delaying the housing inspector position <br /> for at least one year and consider funding a summer intern from the <br /> University of Minnesota's housing division of the Urban Planning <br /> Department to conduct the study and make recommendations as to a <br /> course of action needed to initiate a housing rehab and inspection <br /> program. The cost of such an intern would be approximately $6, 000. <br /> The Economic Development Coordinator position is one that is rather <br /> a catch 22 position: if the City doesn't begin to address <br /> development of remaining vacant areas in the City and initiate the <br /> process of redeveloping blighted areas,. we are going to begin the <br /> gradual decline into inner ring suburban decay. On the other hand, <br /> the timing of adding a new position is not optimum. Whether or not <br /> the position remains in the 1994 budget will have to be a Council <br /> policy decision. Part of the decision to fund this position will be <br /> based on the Administrative/Parks & Recreation expansion proposed <br /> for City Hall. If that does not occur, there will not be adequate <br /> office space for the person. <br /> The possible elimination of the economic development coordinator <br /> position also will impact capital expenditures. I met with <br /> department directors last week to determine possible reductions to <br /> the overall capital expenditures.
