DATE -7 ---aq- q3 <br /> Underlined = additions since first draft <br /> Strike-outs = deletions since first draft <br /> ** These items have been eliminated from the proposed 1994 budget at the July 19, <br /> 1993 Budget Work Session. <br /> 1993 LONG TERM FINANCIAL PLAN <br /> The 1993 Long Term Financial Plan, prepared in compliance with Section <br /> 7.05 of the Home Rule Charter for the City of Mounds View is designed to <br /> provide a 5 year plan to meet the service level and capital improvement <br /> needs of the City. <br /> The plan is comprised of four elements evaluating the public service, <br /> capital improvement and long term revenue needs of the community and <br /> a capital budget summarizing the capital requirements for the City over the <br /> 5 year period. <br /> I. CAPITAL IMPROVEMENT PLAN <br /> The Capital Improvement Plans for each department are detailed in <br /> each department's Public Service Program. The itemized breakdown <br /> of capital expenditures per department are attached in Appendix A. <br /> I. PUBLIC SERVICE PROGRAM <br /> The Public Service Program, as outlined in Section 7.05, <br /> Subdivision 2 of the Home Rule Charter, is to be: <br /> "...a continuing five-year plan for all public services <br /> estimating future needs for the public health, safety <br /> and welfare of the City. It shall measure the needs <br /> and objectives for each City Department, the <br /> standard of services described, and the impact of <br /> such service on the annual operating budget." <br /> 1 <br />
