Included in the 1993 Public Service Program are organizational <br /> charts (some included in this 2nd draft, others to follow) <br /> showing the present and, where appropriate, future organization <br /> and staffing of each of the City's departments. Also attached <br /> is Appendix B showing the present organization of the City <br /> down to the department level service programs (to follow in <br /> future draft). <br /> Appendix C indicates the 5 year staffing level projections. The <br /> projections serve as an indicator of "proposed" program/service <br /> needs and the staffing level necessary to meet proposed needs or <br /> service/program activities. <br /> The following is a review of each individual department, an <br /> outline of its basic objectives, 5 year goals and a determination <br /> of what effect the needs of each individual department will have <br /> on the City's annual budget. <br /> A. ADMINISTRATION <br /> As per City Charter the ultimate authority for the administrative <br /> operations of the City is the responsibility of the City Council. The City <br /> Council and all Advisory Commissions are a division of the overall <br /> Administration Department and their operational and capital <br /> expenditure plans are included herein. <br /> The Clerk-Administrator is responsible for the day-to-day <br /> administrative operations of the City. The areas of responsibility <br /> include administration of all City departments as well as direct <br /> responsibility for the divisions of Fire, Legal, Elections, General <br /> Administration and Central Services. <br /> 1 . City Council - The City Council is comprised of five elected <br /> officials, the Mayor and four Councilmembers, serving non-con- <br /> secutive terms who, as a body, are responsible for the adminis- <br /> tration of the City. Basically, the objectives of the City Council <br /> are identical to those of the City's Departments, as the Council <br /> sets the goals and policies which determine each department's <br /> 2 <br />
