REQUEST FOR COUNCIL CONSIDERATION Agenda Section: 1. <br /> STAFF REPORT Report Number: 93-568WS <br /> AGENDA SESSION DATE August 2, 1993 Report Date: 7-29-93 _ <br /> DISPOSITION <br /> Item Description: Discussion of Potential Extension of Greenwood Drive <br /> Administrator's Review/Recommendation: <br /> - No comments to supplement this report <br /> - Comments attached. <br /> Explanation/Summary (attach supplement sheets as necessary.) <br /> SUMMARY; <br /> In mid-May of this year, the attached letter was sent to property owners <br /> fronting City-owned right-of-way along Greenwood Drive north of Sherwood <br /> Road(please see attached map) . The purpose of this letter was to give <br /> residents in that area of the City who were interested in the possibility <br /> of extending Greenwood Drive an outline of the procedures necessary for a <br /> citizen initiated improvement project. <br /> Staff has recently been working with one of the residents included on the <br /> original mailing regarding this issue. A petition has been circulated to <br /> all property owners by this resident asking for their position on the <br /> possible extension of the road - this petition is attached for your review. <br /> The attached map provides a graphic display of the affected property owners <br /> feelings on the issue. <br /> A past City Council established, by resolution, a policy which would <br /> require any citizen initiated improvement project petition to include the <br /> affirmative signatures of 100% of the potential affected property owners <br /> of the project. As you can see from the attached petition and map, this <br /> policy has not been met. The City Charter, Chapter 8, Section 8. 04 states <br /> that "All improvements to be paid for by special assessments" . . . shall be <br /> instituted by either the aforementioned petition method or a resolution <br /> adopted by a four-fifths affirmative vote of all the Council. <br /> At the request of the petitioner, Staff is bringing this item to the <br /> Council for input and direction. A decision on the need for additional <br /> signatures or, whether the Council is receptive to the idea of initiating <br /> the project by a four-fifths vote is requested. <br /> haul Harrington, City/Planner <br /> RECOMMENDATION; <br />
