REQUEST FOR COUNCIL CONSIDERATION1111( Agenda Section: 9. <br /> CMOS <br /> STAFF REPORT Report Number: 93-459wS <br /> AGENDA SESSION DATE April 5, 1993 Report Date: 4-1-93 <br /> DISPOSITION <br /> Item Description: Discussion of Code Enforcement Position <br /> Administrator's Review/Recommendation: <br /> - No comments to supplement this report <br /> - Comments attached. <br /> Explanation/Summary (attach supplement sheets as necessary.) <br /> $IJMMARY; <br /> Staff has met recently to establish a priority and timeline schedule for <br /> the Code Enforcement position. A number of factors were considered in the <br /> establishment of the schedule, including: whether the intent of the <br /> position is to be reactive or proactive, what priority is given to <br /> different conditions within the City and, amount of time available for the <br /> position versus the amount of work to be done. <br /> Following discussion, a priority list for the position was established as <br /> follows: <br /> 1) Resident complaints - respond to all citizen inquiries in <br /> a timely manner. <br /> 2) Obvious Zoning and Sign Violations - place emphasis on <br /> compliance in the high visual impact areas of the City. <br /> Specifically, the Highway 10 corridor and other commercial <br /> and industrial sites within the City. <br /> 3) Proactive Enforcement - this would include "driving" the <br /> entire City at least once per month to document and <br /> address code violations in the lower density and <br /> residential areas. <br /> Time allotment was based on available hours and the workload at different <br /> times of the year. Because the summer months are customarily the busiest <br /> of the year, a greater number of hours will be devoted to the position at <br /> that time. The breakdown of hours is as follows: <br /> January - 20 hrs. July - 80 hrs. <br /> February - 20 hrs. August - 60 hrs. <br /> March - 30 hrs. September - 40 hrs. <br /> April - 40 hrs.
