Mounds View City Council Page Four <br /> April 12, 1993 <br /> Regular Meeting <br /> Colvin stated that on the basis of traffic disruption a <br /> andns othecinconvenience. <br /> to local residents depending on Quincy Street a <br /> egress, Alternative 3 would be the preferred alternative for implementation. <br /> From a cost effective standpoint, Alternative 3 was again the preferred <br /> alternative. <br /> Colvin also reported that several permitshs would <br /> dineeneed <br /> otoa bepobtobtained <br /> ofrom <br /> various agencies, i.e. , Rice Creek Wa ► <br /> Natural Resources, City of Mounds View, and the Minnesota Department of <br /> Transportation for this project. <br /> The project schedule would be: initial design in May of 1993 , complete the <br /> planning and specifications in November of 1993 , project would begin in <br /> December of 1993, continued construction in January of 1994 and project <br /> completion in July of 1994. <br /> Mayor Linke asked where the funds would come from to fund this project. <br /> Mr. Colvin reported that the funds come from bond sales and thru SAC <br /> charges. There are no site assessments. <br /> Mr. Colvin defined MUSA as those lands in the Metropolitan Urban Service <br /> Area. <br /> Councilmember Blanchard asked how the waste water would be metered coming <br /> from Blaine through the intercep • <br /> Mr. Colvin indicated that there is a flow metering stationlatedlinean here <br /> e <br /> southeast corner of the Mohawk Moving and Storage Company that <br /> the flow so that it can be billed appropriately. This metering station is <br /> subject, however, to change location. <br /> Del Freichels, 9340 Bataan, Blaine, asked who petitioned for the <br /> interceptor, Mounds View or Blaine. <br /> Mayor Linke stated that the petition came from the City of Blaine. <br /> Mr. Freichels asked if the businesses will have to pay to hook up. <br /> Mr. Colvin indicated that the businesses have already paid for connection. <br /> Mr. Freichels asked if there is a new development or what is the <br /> reasons n this <br /> is happening now as he has lived in the area for twenty years <br /> anbeen developed. <br /> Mayor Linke asked Mr. Colvin if Blaine had already held their public hearing <br /> on this project as that is where Mr. Freichels would get the best answers to <br /> his questions. <br />
