GOVERNMENTAL ORGANIZATION AND SERVICES <br /> • <br /> Mounds View has been a municipal corporation since 1957. The City operates under a Home <br /> Rule Charter which was adopted in 1980. The Charter was most recently amended on <br /> February 10, 1986. The City is governed by a Mayor and four City Council members, all of <br /> whom are elected at large. Linke Mayor December 31, 1994 <br /> Phyllis Blanchard Council Member December 31, 1996 <br /> Gary Quick Council Member December 31, 1996 <br /> Pat Rickaby Council Member December 31, 1994 <br /> Diane_Wuori Council Member December 31, 1994 <br /> Ms. Samantha Orduno, the City Clerk-Administrator, is responsible for administering Council <br /> policy and managing City business on a daily basis. She is appointed by the Council and <br /> joined the City in February 1991. She was the Assistant City Manager at New Brighton prior to <br /> her appointment. The City's Finance Director-Treasurer is Mr. Donald Brager who has been <br /> with the City since 1978. <br /> Mounds View currently employs 43 full-time equivalent (FTE) individuals in its various <br /> departments, including 14 officers in public safety. The City contracts for fire-fighting services <br /> with the Spring Lake Park Fire Department, a private, non-profit organization serving the Cities <br /> of Blaine, Spring Lake Park and Mounds View. The City currently has a Class 4 fire insurance <br /> rating. <br /> • <br /> City Utilities <br /> The City currently maintains six wells, with a combined pumping capacity of about 12.1 million <br /> gallons per day (mgd). Average and peak demand has been approximately 1.3 million and 4.8 <br /> mgd, respectively; water storage capacity is 2.75 million gallons. <br /> The wastewater treatment facilities in the seven-county metropolitan area are owned and <br /> operated by Metropolitan Waste Control Commission. However, the City constructs and <br /> maintains laterals within the City. Electrical and natural gas service is provided to City <br /> residents by Northern States Power. <br /> Pension Plans <br /> All full-time and certain part-time employees of the City of Mounds View are covered by defined <br /> benefit pension plans administered by the Public Employees Retirement Association of <br /> Minnesota (PERA). PERA administers the Public Employees Retirement Fund (PERF) and the <br /> Public Employees Police and Fire Fund (PEPFF), which are cost-sharing multiple-employer <br /> retirement plans. PERF members belong to either the Coordinated Plan or the Basic Plan. <br /> Coordinated members are covered by Social Security and Basic members are not. All new <br /> members must participate in the Coordinated Plan. All police officers, fire fighters and peace <br /> officers who qualify for membership by statute are covered by the PEPFF. The payroll for <br /> employees covered by PERF and PEPFF for the year ended December 31, 1991, was $834,296 <br /> • and $593,766, respectively; the City's total payroll was$1,587,138. <br /> - 13 - <br />
