The documented history of the property shows that the City <br /> has played a major role in creating the current conditions and <br /> restrictions, and has plans for the use of the property, . <br /> Therefore, the owner, respectfully requests that the City of <br /> Mounds View formally take action to purchase the property. <br /> Although it is not privately developable, City plans indicate <br /> that it can be developed by the City as part of its drainage <br /> system and its park and recreation system. It is also our <br /> understanding that the City has an interest in acquiring wetlands <br /> in the interest of long term preservation. <br /> Attached is a brief history of the property, along with <br /> documentation of that history, explaining why owner wants City to <br /> purchase the property. The owner has exercised enormous patience <br /> in trying to develop the property, and has extended full <br /> cooperation to the City in its many requests of him.
