As discussed at the December 7, 1992 work ses- <br /> sion, this ordinance is intended to restrict the practice of <br /> plowing and/or blowing snow into the street right-of-way. I have <br /> also included debris since there are times when parking lots are <br /> being swept or cleaned and accumulations of dirt, leaves or other <br /> debris are left in the right-of-way or stockpiled in such a <br /> manner as to cause the material to eventually be blown or washed <br /> into the right-of-way. <br /> These practices cause safety problems ;)land extra work for city <br /> crews.
