To allow for adequate <br /> width between County Road H-2 and County Road I and to allow for <br /> drainage structures, the City needs to acquire permanent ease- <br /> ments for roadway and utility purposes. We have reached agreement <br /> with Mounds View Square and Sunrise Methodist Church for neces- <br /> sary easements. The cost of these easements is $22 ,618 and $4,075 <br /> respectively. <br /> The Mounds View Square easement cost is the negotiated value <br /> arrived at by our negotiator, Evergreen Land Services. The City's <br /> appraisal for this easement was $21,500. Under state law Mounds <br /> View Square is entitled to an appraisal; their appraisal showed a <br /> value of $23 ,735. The recommended payment of $22 , 618 is the <br /> average of the 2 appraisals. This is an increase of $1,118 over <br /> the City's appraisal: To condemn the property could cost between <br /> $2 , 500 and $3 ,000 . Therefore, the negotiated settlement repre- <br /> sents a savings of over $1,000. <br /> The easement for the Sunrise Methodist Church was appraised at <br /> $4,075 and their board of directors agreed to the value. <br /> • <br /> Ric M' net:' <br /> City Engineer/Director ,of Public Works <br /> BELCI a recommends Council authorize the payments to Mounds View <br /> Square Associates and Sunrise Methodist Church in the amounts of <br /> $22 ,618 and $4,075 for permanent easements. <br />
