If the Council feels this should be <br /> changed staff could prepare an ordinance addressing the issue for <br /> Council's consideration. <br /> The last area of concern is the issue of snow plow damage to <br /> boulevards. Our policy is to repair the scraped areas where plow <br /> blades gouge the boulevard in the spring after the threat of <br /> snowfall is past. Repairs are made with topsoil and seed. There <br /> have been a few residents that request sod to repair the damage <br /> and some have even suggested that the City pay for the sod and <br /> they will do the repair themselves. At least a few cities have <br /> tried this approach by telling residents that sod will be avail- <br /> able on certain weekends and the residents that wish to repair <br /> boulevards are allowed to pick up sod at a central location. Some <br /> cities have even tried to deliver sod to the areas needing repair <br /> on a predetermined date agreeable to residents. Staff's concerns <br /> are that this could lead to problems for elderly or other resi- <br /> dents that are unable or unwilling to do the labor. Also the cost <br /> would likely be $1 ,000 to $2,000 per year. We currently budget <br /> $150 each year for topsoil and seed for boulevard repair. <br /> I have attached a copy of the Snow and Ice Control Policy. There <br /> is at least one update required, the section referencing parking. <br /> We have not prepared an update at this time pending the outcome <br /> of discussion on the above issues. Staff would like to receive <br /> direction from Council as to what sections of the policy should <br /> be updated and what the updates should contain. <br />
