Mounds View City Council Page Three <br /> •gular Meeting November 9, 1992 <br /> Councilmember Rickaby asked what the policy was regarding the <br /> collection of these past due bills. <br /> Orduno reviewed the policy regarding attempts to collect <br /> by the City and the timeframes involved. <br /> Cindy Huro, 2146 Hillview Road, who is listed on the resolution <br /> as owing funds to the City, asked if stop box repair was included <br /> for certification on the property taxes. Ms. Huro stated that <br /> NSP damaged the stop box on her property and, therefore, she shouldn't <br /> have to pay for the repair nor should it be certified against her <br /> taxes. <br /> A general discussion evolved between the Council and Ms. Huro <br /> regarding the situation with the stop box located on her property. <br /> Mayor Linke stated that the City could only try to get payment from <br /> the homeowner and the homeowner would have to deal with NSP. <br /> Councilmember Rickaby asked what a stop box was. <br /> Ric Minetor, Director of Public Works/City Engineer, explained <br /> • what a stop box was. <br /> Councilmember Rickaby wanted to know how the City finds out when <br /> the stop boxes are damaged. <br /> Minetor explained that water meter readers discover the problem, an <br /> inspector could find it broken, and if the City has to shut off the <br /> water for that property the problem would be discovered. <br /> Councilmember Wuori asked when the certification had to be done. <br /> Orduno responded that the City had two weeks to forward the <br /> certification to the County. <br /> Councilmember Wuori asked if two weeks was enough time to look into <br /> the situation regarding this property. <br /> Orduno offered that the Council could adopt the resolution contingent <br /> upon this particular item. Orduno stated that this appeared to be <br /> a civil matter between the homeowner and NSP. <br /> Councilmember Wuori stated that she was hearing inequities regarding <br /> the situation and would like more . information. <br /> Orduno stated that the resolution could be passed as is and, if for any <br /> reason the situation would be change regarding the above referenced <br /> • property the resolution could be amended to reflect the change before <br /> it was delivered to the County. <br />
