His knowledge of the policies and procedures of the City as well <br /> as his knowledge of the City staff affirm that he is the best candidate <br /> to assume the responsibilities of the Assistant to the City <br /> Administrator. Mr. Cruikshank will begin at the entry level of the <br /> Five Step Plan for this position and the position will be exempt. <br /> Carla Asleson has been employed by the City since July, 1991 in the <br /> capacity of Recycling Coordinator. Asleson's position, which has <br /> been part-time, 30 hours per week, was funded solely by a SCORE Grant <br /> from Ramsey County. Asleson has assisted the Planning Division in <br /> various duties and is familiar with the policies and procedures <br /> relating to the City's Municipal Code. <br /> Orduno further stated that the 1993 Budget created a position of <br /> Recycling Coordinator/Code Enforcement Officer, a full-time position <br /> which would be responsible for the City's recycling program as well as <br /> serving the Code Enforcement Officer in cooperation with the Police <br /> Department's Community Service Officer. Ms. Asleson's experience and <br /> her ability to consistently perform at or above work performance <br /> expectations more than qualifies her for the reclassification to the <br /> full-time position of Recycling Coordination/Code Enforcement Officer. <br /> The 1993 Budget also provided for a status reclassification from part. <br /> time to full-time status for two other positions: Athletic Supervisor <br /> and the Maintenance Division Secretary. The Athletic Supervisor <br /> position will be funded 80% from the Recreation Activity Fund (fee <br /> supported) and 20% from the General Fund. This position will be an <br /> exempt position. The Division Secretary position is a non-exempt <br /> position and will be funded 50% from the Water Utility Budget and 50% <br /> from the Sewer Utility Budget. Neither of these positionsrequire a <br /> position reclassification other than an increase in hours. The <br /> incumbents will remain on the Five Step Plan consistent with their <br /> position. <br /> MOTION/SECOND: Quick/Linke to Adopt Resolution No. 4336 Approving <br /> Position Reclassification for Management Assistant and Recycling <br /> Coordinator and Status Reclassification for Athletic Supervisor <br /> and Maintenance Division Secretary <br /> Councilmember Blanchard asked what two unions Samantha Orduno, <br /> City Administrator was referring to. <br /> Orduno clarified by stating that the City has one bargaining unit <br /> and one union, however, these units are treated the same. <br /> VOTE: 5 ayes 0 nays Motion Carried • <br />
